Meet Our Directors

Our Directors are elected for four-year terms, and can serve two consecutive four-year terms before term limits disallow them from additional service.

If a Director is unable to serve out a 4-year term, the current Board of Directors appoints a replacement for a term of two years.

Kenneth Cline - President
Kenneth Cline

Kenneth Cline is President of the Longs Peak Water District Board of Directors.

 

David Bliss - Vice President
David Bliss

David Bliss joined the Long’s Peak Water District Board in May 2006. David is a fourth generation Coloradoan, raised on the family farm at Hygiene. He attended Longmont schools and received his BS in Animal Science from Colorado State University in 1980. David owns a plumbing and heating business with his oldest son. David is married, has two sons and a granddaughter. He is a member of Berthoud’s Grace Place church. His hobbies include trap shooting, raising a few calves and old tractors.

 

Pamela Kaylor - Treasurer
Pamela Kaylor

Pamela Kaylor joined Longs Peak Water District in May 2010. Pamela is a native of Colorado and grew up in Berthoud. She lives in Mead, is married and has a son and a daughter. Pamela was very active in the Larimer County 4-H as a Club Leader for 9 years and her children showed sheep and pigs. Pamela is a stay at home Mom and stays very busy raising her son and taking care of the Farm. She loves caring for her two horses and tries to get some riding in from time to time.

E. "Mike" Smith - Director
E. 'Mike' Smith

E. "Mike" Smith has enjoyed living on both sides of the divide: West Glenwood, Carbondale area before becoming a member of Longs Peak Water Association on April Fool’s Day 1979.

"I thought real estate was exciting until the water bug bit me in the early ‘80s. A transaction involving Boulder County, The Corps of Engineers and a building permit for building access was easy compared to understanding drinking water problems and solutions."

"I am dedicated to understanding all sides of problems and solutions to the best of my ability and appreciate and value our organization and fellow Board members."

James L. Littlepage - Director
James L. Littlepage

James L. Littlepage, "Lee", joined the Longs Peak Water District Board of Directors in June 2010. Lee has a background in engineering and business. He was an electronics engineer at Lawrence Livermore Laboratory in California for 16 years before moving into sales and marketing at the beginning of the biomedical era in the early 1980's. He spent the next 20 years providing equipment and instrumentation in support of companies such as Amgen and Genentech as they grew from startups to their present levels. He retired from his business and moved to Longmont in 2004. Lee grew up on a cattle ranch in the back country of San Diego. Water supply was limited on the ranch and he developed an appreciation of its value and conservation that carries over into his current contributions as a board member.
